As Congress continues to examine new protections for online consumer information, the scrutiny over sensitive data, geolocation, targeting and other uses is growing. A number of draft bills have been introduced in the House and Senate, and the proposed obligations on companies demonstrate the sentiment in Congress. IAB has worked with the relevant stakeholders in both government and the digital advertising industry, and will spotlight where the winds of change could be heading in Washington and across state capitals.
Ed is a global privacy and data protection subject matter expert. He provides counsel and advocacy on a range of legal and public policy issues.
Ed has provided extensive advice and counsel on the EU General Data Protection Regulation, and U.S. privacy law and legislative developments, including with respect to the California Consumer Privacy Act of 2018, and comprehensive data protection laws that have been implemented and/or proposed around the world. Most recently, Ed has been focused on legal and policy developments in the U.S., including in state legislatures and within the federal agencies and Congress. Ed has also provided counsel on a range of issues associated with data protection laws or proposals in China, India, Brazil, Russia, Canada, Australia, Argentina, Kenya, Japan, Thailand and many other jurisdictions.
Ed works closely with Microsoft business and product attorneys to form the company’s internal data protection policies and outward-facing positions with respect to the collection and use of personal data.
Prior to joining Microsoft in 2014, Ed worked for seven years as an attorney in the Washington D.C. office of Alston & Bird, where he covered a range of legislative and public policy issues.
As President & CEO of NAI, Leigh Freund leads the organization’s growth and helps set the agenda and strategic priorities. Leigh joined NAI in 2015 after an eleven-year career at AOL Inc., where she served as vice president & chief counsel for global public policy.
Leigh brings more than a decade of substantive expertise in privacy, advertising, and public policy in the digital sector to her work at NAI. She has first-hand knowledge of the tremendous contributions third parties have made in the digital advertising space and she is a passionate believer in strong self-regulation.
During her time at AOL, Leigh led the company’s public policy efforts and was a leading voice on global digital and technology policy. Prior to that role, Leigh headed up the AOL advertising legal team and worked with AOL’s privacy team to promote and develop responsible use and collection of data, and ensure compliance with the industry’s self-regulatory programs.
Before joining AOL in 2004, Leigh worked at K&L Gates and on Capitol Hill with Rep. Fred Upton from her home state of Michigan.
Leigh holds an undergraduate degree in political science from Kalamazoo College and a J.D. from Georgetown University. She is an active participant in several industry organizations devoted to compliance with key regulatory initiatives and principles, including the Interactive Advertising Bureau (IAB) and Digital Advertising Alliance (DAA).
Dave Grimaldi is Executive Vice President for Public Policy at IAB, and is based out of the Washington, D.C. office. He leads the the IAB policy team, which advocates on behalf of IAB member companies before Congress, federal agencies, and involves direct lobbying, political fundraising, issue campaigns, and policy development.
Dave joined IAB from Pandora Media, where he directed the company’s public affairs strategy and opened its Washington, D.C. office. Dave worked to craft Pandora’s policy messaging toward political and national media, while cultivating and strengthening relationships with a broad network of journalists, third party validators, and other music industry and technology representatives.
Prior to Pandora, Dave served as Chief of Staff to FCC Commissioner Mignon Clyburn, serving as the Commissioner’s advisor on all matters. Dave prepared Commissioner Clyburn for congressional oversight hearings, the review of proposed mergers and various FCC rulemakings, and helped guide the office through Clyburn’s tenure as Acting FCC Chairwoman.
Before the FCC, Dave served as Senior Counsel to House Majority Whip James E. Clyburn of the U.S. House of Representatives. He advised the Whip in a variety of capacities, from policy positions to floor strategy, and coordinated with the House’s committees and other Leadership offices to prepare legislation for consideration by the full House.
Before joining the Whip’s office, Dave was a Principal at The Raben Group, where he advised corporate clients on issues relating to intellectual property, financial services, and telecommunications.
Dave earned his BA in English at Loyola Marymount University in Los Angeles, followed by a J.D. at Catholic University Law School.
Michael Signorelli, a member of the eCommerce, Privacy, and Cybersecurity Group, focuses his practice on advising and representing clients on issues related to data privacy and security. Mike regularly advises companies on compliance with relevant Internet, cybersecurity, advertising, and marketing regulations, as well as responding to data breaches. He represents clients in federal and state data-related legislative issues, rulemaking proceedings, and other matters before the Federal Trade Commission (FTC), Federal Communications Commission (FCC), Federal Election Commission (FEC), the U.S. Department of Commerce, and other U.S. federal and state agencies.
Mike counsels a wide variety of clients, including marketers, advertisers, trade associations, data providers, adtech, martech, e-commerce firms, retailers, and nonprofit organizations. He serves as counsel to the Digital Advertising Alliance—the cross-industry organization that establishes and enforces self-regulations for online advertising.
Mike advises clients on regulatory compliance matters and developments in the applicable laws and self-regulatory codes of conduct, such as the Controlling the Assault of Non-Solicited Pornography and Marketing Act (Can-SPAM), the Telemarketing Sales Rule (TSR), the Telephone Consumer Protection Act (TCPA), Video Privacy Protection Act (VPPA), Electronic Communications Privacy Act (ECPA), the EU-U.S. and Swiss-U.S. Privacy Shield Framework, the European Union’s General Data Protection Regulation (GDPR), the Digital Advertising Alliance’s Self-Regulatory Principles, and the Network Advertising Initiative’s Code of Conduct. He also counsels clients on matters involving Internet governance, crisis management, and the development of self-regulatory programs.

With 30 years of experience in engineering, product management, and policy, Shane is a recognized leader in developing sound policy solutions to technology challenges. Prior to Cuebiq, Shane was Oath’s (now Verizon Media) VP Privacy and led the Privacy and Data Governance team at Yahoo for 14 years.
